SUMMARY OF THE POSITION:
Under the direct supervision of their direct report and Vice President, assists in ensuring that JSCo provides high quality property management services. Implementing directives and achieving property goals determined by the owner. Directly supervises the operations of certain properties and oversees the operations of others under the day-to-day management of designated Senior Regional Manager and Regional Managers. In conjunction with their direct report, takes a leadership role in the formulation of operating procedures and oversees adherence to them.

 

Responsibilities

PRIMARY JOB FUNCTIONS

  • Demonstrates a comprehensive knowledge of Affordable Housing regulations and acts as a resource to the owner, Senior Regional Manager and Regional Manager.
  • Stays abreast of legislation, regulations and issues that may impact property management operations; interfaces with government regulatory agencies as management agent and ensures regulatory compliance; maintains effective working relationships with representatives of city, state and federal agencies, industry peers and others involved with government. Disseminates relevant information, as appropriate, to supervisor and property management staff.
  • Assists in developing and maintaining compliance and systems standards document management system and any future system identified to assist with company performance.
  • Assists in monitoring compliance with JSCo reporting, owner requirements and regulatory compliance.
  • Assists in the update, revision and/or development of forms, reports and manuals relating to property management issues and operations. Ensures implementation and monitors progress as appropriate.
  • Oversees and/or collaborates in the completion of regular file audit inspections of selected portfolio properties to ensure they are maintained to JSCo standards.
  • Attends industry meetings and other regulatory agency meetings as required and appropriate.
  • Works with their direct report and appropriate departments to assure effective operations planning for new developments/ lease ups, including budgets, marketing documents and online systems for managing the transition from development to property management and oversight and documentation of ongoing compliance requirements.
  • Works with other operating departments to develop effective and efficient policies and in collaboration with their direct report, works on team building related activities across the property management team to:
  • Help promote collaboration between JSCo property staff with an emphasis on team management relations between site staff and resident services staff.
  • Works in conjunction with their direct report and Regional Manager to improve operating efficiency and to ensure properties meet budget targets.
  • Represents JSCo with its critical partners – lenders, investors, cities and other jurisdictions and facilitates communication and problem solving with the highest professional standard.
  • Consults with the Owner and Senior Regional Manager on issues related to acquisition, project design and property- management related issues that can be identified in pre-development and construction, as needed.
  • In conjunction with their direct report takes a leadership role in the resolution of communication issues with staff and residents.
  • Oversees the preparation of annual operating and capital budgets for the assigned portfolio and assists new staff in their preparation; monitors budget performance.
  • Conducts semi-annual physical site inspections of entire assigned portfolio to ensure properties are maintained to JSCo standards.
  • In collaboration with their direct report, and Regional Managers, reviews/audits property administrative, accounting, and maintenance activities to ensure compliance with established policies and procedures; approves all exceptions. Takes leadership role in the resolution of resident relation issues.
  • Assists their direct report to ensure timely, accurate and complete reporting to all agencies, lenders, partners and investors. Assists in the development of monitoring, reporting and record-keeping systems to ensure compliance.
  • Assists their direct report in a leadership role with different individuals and departments that include, Resident Services, Accounting Compliance, CMS and Human Resources.
  • Works with other operating departments to develop effective and efficient policies and procedures to ensure the overall effectiveness of the property management operation.
  • In collaboration with their direct report, works on team-building related activities across the property management and resident services department to assist in the review of NOI on all properties to assure effective expense control and operating costs.

 

SUPERVISORY RESPONSIBILITIES:

  • Directly supervises Property Managers, Senior Regional Manager and Regional Manager as assigned by their direct report or Vice President. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

OTHER JOB FUNCTIONS

  • Assist in development, implementation and maintenance of internal controls and procedures that provide operation and fiscal control, cost savings, projections, planning, forecasting and effective utilization of assets and properties.
  • Makes recommendations to improve marketing and leasing programs.
  • Reviews and improves marketing and public relations programs on a regular basis to ensure their compliance with federal, state, local and regulatory requirements.
  • Attends meeting requested by regulatory agencies.
  • Promotes harmonious relations among residents, staff, vendors, and the community at-large.
  • Responsible for placing appropriate property insurance.

Qualifications

MINIMUM QUALIFICATIONS

Demonstrated experience/training/certification that provides the necessary skills to complete all tasks described in the job description, with or without a reasonable accommodation.

KNOWLEDGE

Policies and Regulations — Knowledge of diverse housing policies and programs, federal, state and local laws, government regulations and agency rules that pertain to properties managed.

Management of Personnel Resources — Knowledge of principles and procedures for legally identifying the best people for the job, hiring, motivating, developing and directing people as they work.

Management of Financial Resources — Knowledge of economic and accounting principles and practices for creating a realistic budget, banking, understanding financial reports and the ability to use mathematics to solve problems.

Sales and Marketing — Knowledge of principles and methods for showing, promoting, and selling services. This includes marketing strategy and tactics, and sales techniques.

SKILLS

Business and Management Principles - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

Problem Sensitivity/ Deductive Reasoning — Ability to tell when something is wrong or is likely to go wrong and then apply general rules to specific problems to produce answers that make sense.  Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems and considering the relative costs and benefits of potential actions to choose the most appropriate one.

Written Comprehension and Expression — Ability to read, understand and communicate information and ideas in writing so others will understand.      

Oral Comprehension and Expression — Ability to listen to, understand and speak so others can understand ideas and information presented verbally.

 

EXPERIENCE

  • A minimum of ten years of Property Management is needed.  Previous experience in managing affordable housing is desired.
  • Previous experience planning, scheduling, and completing major projects with minimum guidance with demonstrated experience in problem identification, analysis, recommendation of options and development of logical and workable solutions is critical.
  • Demonstrated experience in preparing and completing budgets for property management and financial analysis with sound recommendations.
  • Proven record of providing excellent internal and external customer service and diplomacy.
  • At least ten years’ experience in personnel supervision, training, and evaluation.
  • Demonstrated ability to support and develop diverse staff and resident environments.
  • Demonstrated knowledge of Microsoft Office programs such as WORD, EXCEL, and OUTLOOK.

Physical Environment/ Requirements

  • This position deals with outside personnel such as residents and clients on a regular basis with contact in various forms such as in person, phone and email.   
  • The location of the position changes frequently from indoors to outdoors as site visits are necessary.  However, extreme environmental conditions do not exist.   
  • It is sometimes necessary to deal with unpleasant or angry people with the need to problem solve difficult situations.
  • It is necessary to adapt to a frequently changing environment.
  • Sitting and standing is as needed. 
  • It is necessary for the position to travel independently to property locations on a regular basis.
